NQGA Pennants Format


  NQGA PENNANTS FORMAT - A/B/C/Juniors
 


Pennant competitions are conducted by the Association with the dates/venues for these competitions published in the NQGA Inc. annual schedule of events. Pennants are played in A/B/C Grades and Junior handicap. A perpetual trophy and a pennant are awarded to the winning team in each Grade/Division at the completion of each event.

 

To be eligible to participate in NQGA Pennants, a player must be a bona fide member of the club he wishes to represent. A player holding membership of more than one club within the Association is eligible to play for the club of his choice provided that he may play for only one (1) club, irrespective of grade, in any season/calendar year.

The perpetual trophy is held for a period of twelve (12) months. It is the responsibility of the winning club in each grade of pennants to ensure that the perpetual trophy is returned the next year to the Secretary NQGA (or the relevant NQGA Zone Representative) at least one (1) week prior to the Pennants Competition, so that these trophies can be available for presentation.

‘A’ GRADE PENNANTS

The A Grade Pennants is currently held in four Divisions with four teams in each Division. No handicap limit applies in these Pennants. The top Division is Division 1.

Dependent upon performance at the annual event, a team is either relegated to a lower Division, is promoted to a higher Division, or stays in the same Division.

In Division 1, the top three teams stay in that Division and the fourth placed team is relegated to Division 2.
In Division 2 and 3, the top team moves up a Division, the second and third placed teams remain in the Division, and the fourth placed team is relegated.
In Division 4, the top team is promoted to Division 3 and the other three teams remain in Division 4.

 

Seedings

A seeded draw is published for the competition, together with the rules/playing conditions and scoring procedures.
On the Saturday morning No 1 team plays No 4 team and the No 2 teams plays No 3 team.
On Saturday afternoon No 1 team plays the No 3 team and the No 2 team plays No 4 team.
On Sunday morning the No 1 team plays No 2 team and the No 3 team plays No 4 team.
The seeding method is determined by the performances at the previous year's Pennants competition.

Division I

* first placed team in the Division is seeded No 1
* second placed team in the Division is seeded No 2
* third placed team in the Division is seeded No 3
* team promoted from Division 2 is seeded No 4

Division II & Division III

* team relegated from Division above is seeded No 1
* second placed team in the Division is seeded No 2
* third placed team in the Division is seeded No 3
* team promoted from Division below is seeded No 4

Division IV

* team relegated from Division above is seeded No 1
* second placed team in the Division is seeded No 2
* third placed team in the Division is seeded No 3
* fourth placed team is seeded No 4

Any club/team withdrawing from the Pennants competition one calendar month or later from the scheduled start date of the competition, automatically forfeits its place in the draw and must pre-qualify for re-entry in the following/subsequent year.

 

Any Club, which is not currently competing in the Pennants competition, may request in writing to the Secretary – NQGA, that they be included in the competition for the following year.

 

If there are no vacancies in Division IV, the NQGA will arrange a challenge between the team/s seeking entry and the fourth placed team in Division 4 within a month prior to the Pennants competition. The winning team in this challenge then takes the fourth place in Division 4.

 

RULES

 

A team consists of eleven (11) players plus one (1) reserve in Divisions I and II with Divisions III and IV having nine (9) players plus one (1) reserve. The team is nominated by the Club at the start of the weekend.  No other player may play for the Club during the nominated Pennant weekend after the first match has commenced.

 The Captain or Manager of a team may play the members of the team in any order he chooses. Team lists are to be handed to the NQGA representative officiating at least 15 minutes prior to the advised tee off time. Players are listed from Number 1 to 11 in Division I & II or from Number 1 to 9 in Division III & IV.  Players tee off from numbers Eleven or Nine to One.

 

Play normally proceeds in fours except that the Match Committee may direct that play proceed in twos if this is considered practicable. When play proceeds in fours, the method used to allocate the fours shall be determined by the team captains at a meeting, chaired by the NQGA representative officiating, immediately prior to the first match.


The order of play from the first tee is to be decided by the toss of a coin. The NQGA representative is to organise the toss and nominate the team captain/manager to call.


Matches are to be played under Match Play conditions in accordance with the Rules of Golf by the Royal and Ancient Golf Club of St. Andrews, supplemented by the local rules of the host club.

 

There are no restrictions on players using motorised ride on devices in A Grade Pennants as per a motion at the Delegates meeting of 11.6.06.

 

Results of individual matches may be “WON” “LOST” or “SQUARE”. No match is to proceed past the eighteenth (18th) hole. Forfeits shall be recorded as a 10/8 win/loss.


A team receives two (2) points when its WON and SQUARED matches when added together, are greater than its opponent. If the result of the game is that the totals added are equal, then each team receives one (1) point. 
At the end of the round robin tournament, the team with the most points finishes first, the next team finishes second, and the next team finishes third.


If teams finish level on points, the count back system to be used is:-
a. Add all the matches won and drawn over the weekend. The team with the highest total wins.
b. If still equal, add the number of holes won by each team during the weekend.
The team with the highest total wins.
c. If still equal, the results of the No 1 player is used, and if still equal, proceed through the team in 
order until a result is obtained.

 

RESPONSIBILITIES OF HOST CLUB

 

Grant Honorary Membership to players/officials of visiting/participating teams for the period from the Friday immediately preceding, and the Saturday/Sunday of the event

Provide course scoreboards, updated as required, for all players participating

 

Present the course such that all relevant areas (GUR, OOB, Hazards, Teeing ground) are clearly marked/identified

Update Local Rules Board and cross reference with scorecard – where significant variations occur, a separate complete list of local rules should be available to all players on one sheet

 

Have club official brief NQGA representative officiating re course characteristics/local rules 

 

Have clubhouse open at 06.30am on each day of the competition

Have Starter’s Box/PA System available to NQGA representative officiating from 07.00am on each day of the competition

 

Have Scoreboard available for use by NQGA representative officiating

Have lunch facilities available for players, and where possible, breakfast facilities, as most players will be unable to access breakfast at local hotel/motels due to the early start each day – liaison with local hotel/motels will clarify this

 

Liaise with team captains/NQGA representative re meal facilities available/required

Arrange for President and Captain, or their representatives, to attend the presentation ceremony.

 

 ‘B & C’ GRADE PENNANTS

 

These Pennants are subject to handicap limits.  At present these are, B Grade 11-16  and C Grade 17-27.  For the 2010 NQGA competition the handicaps applicable for each player shall be those as updated by the Club before Golflink shutdown at 7.00am Wednesday 7th April 2010.


The B/C Grade Pennants for 2010 will be played in four (4) Divisions.  Promotion and relegation on the same basis as the A Division Pennants was done for the B & C Grade Pennants on last years results.  The bottom placed teams in Division IV will be required to face challenges for that spot.

 

A Pennant is awarded to the winner of each Division. The presentation of these trophies takes place at a presentation ceremony after the conclusion of play on the Sunday.

Any club/team withdrawing from the Pennants competition one calendar month or later from the scheduled start date of the competition, automatically forfeits its place in the draw and must pre-qualify for re-entry in the following/subsequent year.

JUNIOR PENNANTS

 

These Pennants are subject to both age and handicap limits.  At present the age limit is under eighteen (18) years on the first day of the competition and the handicap limit is 27.

The pennants will be played annually, the venue alternating between the Ayr and Proserpine Golf Clubs.

 

The NQGA Secretary shall publish a Draw and the Rules of the competition at least one month prior to the scheduled Association final dates.

The winning club at the Association final holds the perpetual trophy for a period of twelve (12) months.  The presentation of these trophies takes place at a ceremony ASAP after the finish of play on the Sunday.

 

Any club/team withdrawing from the Pennants competition one calendar month or later from the scheduled start date of competition automatically forfeits its place in the draw and must pre-qualify for re-entry in the following/subsequent year.

The Captain or Manager of a team may play the members of the team in any order he chooses.  Team lists are to be handed to the NQGA representative officiating at least fifteen (15) minutes prior to the advised tee off time.  Teams are to be listed in order, No 1 player through to No 5 player.
